By publishing his social program in the book titled “Communual Liberalism” in 1987, five years after his accession to power, the Head of State, H.E Paul BIYA, sought to express a firm will to establish a well thought cultural order in Cameroon. <<Cameroon is a composite nation”, he wrote. We should therefore cultivate this cultural complicity where each ethnic group contributes its best to the development of a national culture.
